International Open Workshop "Worldwide efforts on LCA Databases" & International Stakeholder Engagement Meeting "Towards Global Guidance for LCA Databases"

カーボンフットプリントの算定を精緻化し、また普及発展を図っていくためにも、GHG排出原単位データベースにおける網羅性と質の向上を図っていくことが急務となっています。GHG排出原単位データベースのもとになっているのはLCAデータベースであり、最近では、カーボンフットプリントなどの応用が広がっていく中で、データベースの開発と共に国際的な連携を目指す動きが注目されています。
そこで、LCAデータベースの開発や連携に係る国内外の専門家を招聘して、経済産業省主催にてLCAデータベース国際ワークショップを開催いたしましたので、ご報告します。
本ワークショップは、世界のLCAデータベース開発の現状とその特徴を理解し、その連携を図っていくこと、また、広くカーボンフットプリント関係者に参加を促すことで、データベースの現状とその重要性を理解させることも目的として、カーボンフットプリントの国際標準化作業を行うワーキンググループ（ISO/TC207/ SC7/WG2）東京会合開催に合わせて、2月8～9日の2日間開催いたしました。講演者は、海外招聘者12名（内1名は病気で欠席）、国内招聘者2名、その他の海外参加者7名、JEMAI1名の合計21名でした。

【開催報告概要】
2月8日は「国際オープンワークショップ」と題して２部構成で行い、午前中の第１部では、LCAやCFP等に係る一般参加者向け内容として、主として世界各国の政府主導のLCAデータベースの活動と、それらの世界規模の連携を目指す活動を紹介しました。午後の第２部は、データベース開発等に係る専門家を対象とし、アジアやラテンアメリカでの地域的な連携活動と民間主導のデータベース活動を紹介し、データベースの連携のための技術的課題等について討論を行いました。
続いて2月9日の午前中は、データベースの国際的な調和に貢献することを目的として、経済産業省とUNEP/SETAC Life Cycle Initiativeの共催による「ステークホルダーミーティング」を開催いたしました。データベース連携に興味がある専門家を対象として、データベースの要件について産業界、学会、政府、NGOのそれぞれの立場から分析し、カーボンフットプリントや社会LCAの視点も含めて、データベースの今後のあり方について議論を行い、最後にDBガイドラインの第一次草案が示され、議論が行われました。
2月9日の午後は、 UNEP/SETAC Life Cycle Initiative主催の「LCAデータベースのグローバルガイダンスに関する第1回運営委員会」を非公開で開催し、LCAデータベースの連携にとって重要となるガイダンスについて、一次草案をもとにその内容と作成手順について議論を行いました。
