"Basic Guideline of the Carbon Footprint of Products (CFP)" which provides the calculation and communication method of the CFP etc. was developed by the Study Group on Rules for Calculation, Labeling and Evaluation of CO₂ (GHG) Emissions. The guideline was compiled by the Ministry of Economy, Trade and Industry (METI) and issued as TS Q 0010 by the Japanese Industrial Standards Committee (JISC) in April 2009.

These rules prescribe a series of procedures related to the registration of a PCR Development Plan and approval of the PCR. The PCR Development Plan is used in the CFP Calculation & Labeling Pilot Program that is a part of the CFP Pilot Project.
